Driving a vehicle with a licence that does not match that vehicle's size or type of use is a traffic violation in Saudi Arabia, and the fine runs from SAR 1,000 to SAR 2,000. The General Directorate of Traffic set this out publicly in September 2026. It is not the same thing as forgetting your licence at home — that is a different, much smaller violation, and the two are being mixed up everywhere.
The people this catches are rarely reckless drivers. They are ordinary owners who changed what they drive — a bigger vehicle, a van put to commercial use — and never thought to check whether the licence in their wallet still covers it.
TL;DR
- The rule: your driving licence must match the vehicle's size and its type of use. If it does not, driving that vehicle is a violation.
- The fine: SAR 1,000 to SAR 2,000, as published by the General Directorate of Traffic in September 2026.
- Not the same as the SAR 300 one. Not carrying your licence while driving is a separate violation of roughly SAR 150–300. Several reports have merged the two.
- It is about the vehicle, not the driver's record. A clean record does not help if the licence class is wrong for what you are driving.
- Check it in Absher, not in a blog — licence classes and what each one covers are administrative and change.
- It matters most when you change vehicles. Buying something larger, or putting a private vehicle to commercial use, is the moment the mismatch appears.
What the rule actually says
In September 2026 the General Directorate of Traffic stated that driving a vehicle with a licence that does not correspond to that vehicle's size and type of use is a traffic violation. The Arabic wording used in the announcement is قيادة المركبة برخصة لا تتناسب مع حجمها ونوع استخدامها.
Two words in that sentence carry the whole rule.
Size. A licence issued for ordinary private cars does not automatically extend to heavier vehicles. The heavier the vehicle, the more likely it sits outside what a standard private licence covers.
Type of use. This is the half most people miss. It is not only about how big the vehicle is — it is about what you are doing with it. A vehicle used to carry paying passengers or goods is being used commercially, and commercial use has its own licence requirement regardless of how familiar the vehicle feels to drive.
We are deliberately not publishing a table of licence classes here. The secondary sources that circulate such tables contradict each other on categories, minimum ages and validity periods. Your own licence class and what it covers are shown in Absher — that is the only version worth acting on.
The fine: SAR 1,000 to 2,000
The published range is SAR 1,000 to SAR 2,000. Reporting across Saudi outlets in September 2026 is consistent on this: a floor of SAR 1,000 and a ceiling of SAR 2,000.
Two things are worth being precise about, because the coverage was not.
First, this is a range, not a flat rate. Headlines that print only "SAR 2,000" are quoting the ceiling. Where a given case lands inside the range is not something a blog can tell you.
Second, this sits alongside the rest of the traffic schedule, it does not replace anything. If you want the broader picture of what violations cost and how to settle them, see our guides to the Saudi traffic fines list and to checking and paying traffic fines.

Search this topic and you will find the figure SAR 300 attached to it. It belongs to a different violation.
| Violation | Fine | Announced |
|---|---|---|
| Licence does not match the vehicle's size and type of use | SAR 1,000 – 2,000 | September 2026 |
| Not carrying your licence while driving | roughly SAR 150 – 300 | June 2026 |
One is about holding the wrong licence. The other is about holding the right licence and leaving it at home. Because both were announced within a few months and both concern "the licence", social posts and aggregator articles have run them together — including at least one post from an outlet that reported the correct figure in its own news article.
If a source quotes you a single number for this without saying which of the two it means, treat the rest of that source with the same caution.
Who this actually catches
Not the obvious group. Someone driving with no licence at all is committing a different and more serious offence. This rule catches people who do hold a valid licence — the wrong one for the vehicle under them.
- The owner who moved up a size. A private licence, then a heavier vehicle bought for a business or a family need.
- The private vehicle doing commercial work. The vehicle did not change; the use did. That alone can create the mismatch.
- The borrowed or company vehicle. You drive it occasionally, it is not yours, and nobody checked whether your class covers it.
- The newly arrived resident. A licence converted or issued for one category, then a vehicle outside it.
In all four, the driver believes they are legal. That is exactly why the violation needed announcing.
How to check your own licence against your vehicle
This takes a few minutes and settles the question properly.
- Read your licence class. Open Absher and look at the driving licence record — it states the category you hold.
- Read the vehicle's registration. The istimara states the vehicle's particulars and its registered type of use. Our guide to what the istimara is walks through the fields.
- Compare use, not just size. If the registration says one thing and what you actually do with the vehicle says another, that gap is the risk — independent of your licence.
- If anything is unclear, ask Traffic directly. Not a forum, not us. Licence categories are administrative and the only binding answer is the official one.
What a mismatch can mean after an accident
Beyond the fine, there is a second consequence that gets less attention: Saudi reporting on this rule notes that driving without an appropriate licence may affect third-party insurance compensation if you are involved in an accident.
We are putting that carefully on purpose. The reports raise it; the precise effect in any individual claim is a matter for the insurer and the authorities, not for a guide. What is reasonable to take from it is that the exposure here is not capped at SAR 2,000 — an accident is where a licence mismatch stops being an administrative detail. If you need the accident procedure itself, see our guide to reporting an accident through Najm.
The moment to check is before you buy
Every case above starts the same way: the vehicle changed and the licence did not. Which makes the sensible checkpoint the one before money moves.
If you are buying something heavier than you have driven before, or buying with commercial use in mind, confirm your licence class covers it first. It is a five-minute check that is awkward after the purchase and expensive on the road. The same discipline applies on the paperwork side — our guide to selling a car in Saudi Arabia covers what has to be in order at transfer.
Plates are unaffected by any of this. A plate belongs to the vehicle and its owner; it carries no licence requirement of its own. What the plate does do is travel with you to the next vehicle — and that next vehicle is the one worth checking against your licence. See keeping your plate when you change cars.
Changing vehicles? Keep the plate
A plate you like does not have to stay with the car you are selling. Browse what is listed, or put your own plate in front of Saudi buyers.

Conclusion
This is a quiet rule with a loud price. It does not target bad drivers; it catches people whose vehicle outgrew their licence and who never had a reason to look. The fine is SAR 1,000 to SAR 2,000, the SAR 300 figure circulating alongside it belongs to a different violation, and the only authoritative answer about your own class is in Absher.
The useful habit is simple: when the vehicle changes, check the licence. It costs five minutes before a purchase and up to SAR 2,000 afterwards.
