Never transfer money before the ABSHER process is initiated. The seller must begin the transfer request on ABSHER first. Only after you see the pending transfer in your own ABSHER account should you proceed with payment. The official transfer fee is 400 SAR, paid through the platform.
Both the buyer and seller must have the following documents ready before a transfer can be completed:
- Valid national ID or Iqama (residency permit)
- Valid vehicle registration certificate (Istimara)
- Active vehicle insurance policy
- Valid vehicle inspection certificate (Fahs)

Negotiate and agree on a final price. Make sure both parties are clear on the amount before proceeding. Do not send any money at this stage.
Seller Initiates ABSHER Transfer
The seller logs into ABSHER and initiates the plate transfer to your national ID or Iqama number. You will see a pending transfer notification in your ABSHER account.
Buyer Accepts the Transfer
Log into your ABSHER account, review the transfer details, and accept. The 400 SAR transfer fee is paid at this stage. The plate is now officially yours.
Done — Plate Transferred
Once both parties have completed their steps on ABSHER, the plate ownership is officially transferred. The process is documented by the government.

Seller asks for money before ABSHER transfer
This is the number one scam indicator. A legitimate seller will always initiate the ABSHER transfer first. If someone demands payment upfront, walk away immediately.
Price is too good to be true

Seller refuses to share phone number or WhatsApp
Legitimate sellers are happy to communicate openly. If someone avoids sharing their phone number or only wants to communicate through anonymous channels, be suspicious.
Seller pressures you to decide immediately
High-pressure tactics like "someone else is about to buy it" or "offer expires in one hour" are classic scam techniques. Take your time and never rush into a purchase.
Seller asks for bank transfer instead of meeting
Be cautious if a seller insists on a bank transfer to an account that does not match their identity. Payments should only happen after the ABSHER process is underway.
New account with no listing history
While new users are not automatically suspicious, a brand-new account offering a high-value plate at a low price should raise concerns. Verify everything through ABSHER.
Seller cannot prove ownership on ABSHER
If the seller makes excuses about why they cannot initiate the ABSHER transfer — such as "my account is locked" or "ABSHER is down" — do not proceed. They may not be the actual owner.

1. Never pay before ABSHER transfer is initiated

Legitimate Saudi plate sellers will have a Saudi phone number starting with +966. Be cautious of sellers using international numbers or VoIP numbers that cannot be traced. A Saudi number adds a layer of accountability.

5. Remove your listing after the plate is sold

What to Do If You're Scammed
