Selling a car in Saudi Arabia: the short version

Selling a used car privately in Saudi Arabia takes four steps: price it against comparable cars, clear anything that would block the transfer, agree the sale, and move ownership online through Absher, the Ministry of Interior e-services platform.

Unpaid traffic fines in your name do not stop the sale on their own: Saudi traffic police (Muroor) confirm the ownership transfer goes through as long as the istimara and periodic inspection are valid. A private car sale in the Kingdom comes down to four things: agreeing a price, clearing anything that blocks the transfer, moving ownership on Absher, and putting insurance in the buyer's name. Everything else — the photos, the listing, the WhatsApp back-and-forth — exists to get you to that point with the right buyer.

What your car is worth

Resale value in Saudi Arabia is set by make and model, year, mileage, condition, service history and specification. GCC-spec cars hold their value better here than imported American or European spec, because buyers know the cooling and the service network were built for this climate. A clean accident record and a documented dealer service history are worth real money at negotiation time; a missing history is the first thing a careful buyer discounts.

There is no single "price" for a used car — there are three. A private sale, where you wait for the right buyer, sits at the top. What blocks a transfer

Ownership transfer is done online through Absher, and it will refuse to complete if the car's paperwork is not in order. The real blockers are an expired istimara or periodic inspection and a bank lien on a financed car. Unpaid traffic fines in the seller's name are not one of them: Saudi traffic police confirm the transfer goes through while the istimara and inspection are valid. Sort the paperwork before you list, not after a buyer is standing in your driveway. Until the transfer completes, the vehicle — and any fine it collects — is still legally yours.

The plate is a separate asset

This is the part most sellers get wrong. In Saudi Arabia a distinctive plate — short numbers, repeating digits, a clean letter combination — carries its own value, and it does not have to leave with the car. You can transfer it to another vehicle you own before you sell, or sell it on its own. How do I sell my car in Saudi Arabia?

What do I need before I can sell a used car in Saudi Arabia?
A valid istimara (vehicle registration) in your name, a valid periodic inspection, and no bank lien on the car. Unpaid traffic fines in your name do not block the transfer while the istimara and inspection are valid, but settle them anyway — they stay on your record. The buyer needs an Absher account and must put insurance in their own name before the transfer can complete.
Can I sell my car if I have unpaid traffic fines?
Yes. Saudi traffic police (Muroor) confirm that fines in the owner's name do not stop the ownership transfer, as long as the istimara and periodic inspection are valid. Pay them anyway — they stay on your record after the car has gone.
Can I sell my car if the istimara or periodic inspection has expired?
Not until you renew it. Muroor's condition for a transfer is a valid istimara and a valid periodic inspection, so pass the inspection, renew the istimara on Absher, then start the sale once both are current.
Who pays the ownership transfer fees, the buyer or the seller?
Absher adds its SAR 230 service fee to the purchase amount, and the buyer pays it into the escrow account together with the price. The SAR 150 traffic transfer fee is paid separately through SADAD. No rule fixes who carries the total of about SAR 380 in the end, so agree it when you agree the price.
What happens to my licence plate when I sell the car?
The plate stays with the vehicle by default and transfers to the buyer with it. If the plate is distinctive and you want to keep it, you can transfer it to another vehicle you own before the sale, or sell it separately — KSAplate is a licence-plate marketplace as well as a car marketplace, so both can be handled in one place.
Can I keep my licence plate without a car?
Yes. Since 2024 Absher has a digital wallet for licence plates, which lets you keep ownership of a plate without registering it on any vehicle — for example after selling the car it was on. You can later fit it to another vehicle or sell it. Check the service conditions in your own Absher account before the sale.
How much is my car worth in Saudi Arabia?

Why do some listings show "Price on Request"?
Price on Request means the seller has chosen not to publish a figure, which is common on rarer or higher-value cars where they would rather discuss the number directly. Contact them by WhatsApp or phone to get the asking price — it is a seller preference, not a sign that the listing is inactive or already sold.
How do I contact a seller on KSAplate?
Every listing carries the seller's own WhatsApp number and phone number, and you contact them directly — there is no messaging middleman and no account needed to get in touch. Arrange the viewing, any inspection and the price between yourselves, then complete the sale through the Absher ownership transfer.
What should I check before paying a private seller on KSAplate?
Verify four things before any money moves: the car's history and accident record, that the seller is the registered owner named on the istimara, the mechanical condition (ideally through a workshop inspection), and that payment happens alongside the Absher transfer rather than before it. Never pay a deposit to someone who will not meet you in person.
How do I check whether a used car has unpaid fines or outstanding finance?
Ask the seller to open Absher and show you the car's registration status and fine list on screen, dated that day. Fines in the seller's name do not stop the ownership transfer while the istimara and periodic inspection are valid, but they are worth knowing before you agree the price. A car still under a bank loan carries a lien and cannot be transferred until the finance is cleared — if the seller is vague about either point, treat it as a reason to walk away.
Does KSAplate inspect the cars or verify the sellers?
No. KSAplate is a listing platform rather than a dealer or an inspection service: sellers enter their own details and photos, and we do not physically inspect vehicles or vet sellers. Treat every listing as a starting point and do your own checks — the istimara, the car's history and a workshop inspection — before you pay.
Does KSAplate handle the payment for the car?
No. Payment is arranged directly between buyer and seller: KSAplate never holds the money for a vehicle and takes no commission on the sale. The safest sequence is to pay by bank transfer at the moment the Absher ownership transfer goes through, so the money and the ownership change hands together.
Do I need insurance before I can drive a car I have just bought?
Yes. Saudi law requires at least third-party cover in the new owner's name, and the Absher ownership transfer will not complete until the buyer has added a policy in their own name. Arrange the insurance before the day you plan to drive the car away, not afterwards.
Can expats buy and sell cars in Saudi Arabia?
Yes. A valid Iqama and a Saudi driving licence let you register, insure and transfer a vehicle in your own name through Absher, exactly as a citizen does. The main differences are around financing and what happens to the car when you exit the Kingdom.
